AMENDED RULES FOR FILIPINOS ARRIVING FROM ABROAD

 

The Embassy is pleased to announce the amended entry, testing and quarantine protocols for Filipino nationals traveling to the Philippines  that will be observed effective 10 February 2022 by virtue of IATF Resolution No. 160-A dated 03 February 2022, as amended by IATF Resolution No. 164-A dated 10 March 2022, as follows:

Section A. Fully-vaccinated Filipino nationals

  1. They must present negative results of an RT-PCR test taken within forty-eight (48) hours, or a negative laboratory based Antigen test taken within twenty-four (24) hours, before the time of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided that the Filipino national did not leave the airport premises or was not admitted in another country during such lay-over (full transit only between the airport of first departure and the destination airport in the Philippines).
  2. They will not be required to observe mandatory facility-based quarantine.
  3. They will monitor themselves for any signs or symptoms for seven (7) days, the first day being the date of arrival.  They must report to the local government unit of destination if any signs or symptoms appear.
  4. A Filipino national is considered fully vaccinated if (s)he is compliant with the following:
    1. Received the second dose in a 2-dose series or a single dose vaccine more than fourteen (14) days before the time of departure from country of origin.
    2. The vaccine is among the following:
      1. Emergency Use Authorization (EUA) List on Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration; or
      2. Emergency Use Listing of the World Health Organization.
    3. Possesses and presents any of the following proofs of vaccination before boarding at the country of origin / port of embarkation and upon arrival in the Philippines:
      1. WHO International Certificate of Vaccination and Prophylaxis; or
      2. VaxCertPH; or
      3. National or state digital certificate of the country/foreign government which has accepted VaxCertPH under a reciprocal arrangement; or
      4. Other proofs or vaccination permitted by the IATF.
  5. Filipino nationals who do not meet all the conditions listed under 1-4 above shall be considered as unvaccinated and shall be subject to the entry, testing and quarantine protocols set forth in Section B below.
  6. Fully vaccinated Filipino nationals who fall under this Section shall not be included in the arrival quota set by the Department of Transportation (DoTR) and its One-Stop-Shop (OSS).

Section B. Filipino nationals who are unvaccinated, partially vaccinated, or whose vaccination status cannot be independently validated

  1. They must present negative results of an RT-PCR test taken within forty-eight (48) hours, or a negative laboratory based Antigen Test taken within twenty-four (24) hours, before the time of departure from the country of origin or first airport of departure in a continuous travel to the Philippines, excluding lay-overs; provided that the Filipino national did not leave the airport premises or was not admitted in another country during such lay-over (fully transiting only the airports of first departure and the destination airport in the Philippines).
  2. They must undergo facility-based quarantine until the release of their negative RT-PCR test taken on the fifth (5th) day from date of arrival. Thereafter, they shall be required to undergo home quarantine until the fourteenth (14th) day.
  3. The local government units (LGUs) of destination and their respective Barangay Health Emergency Response Teams (BHERTs) shall monitor those arriving passengers undergoing home quarantine.

 

Section C. Unvaccinated minor Filipino nationals

  1. Filipino nationals below twelve (12) years of age who are not vaccinated for any reason shall follow the quarantine protocols of their parents or accompanying adult / guardian traveling with them.
  2. Filipino nationals from twelve (12) years to seventeen (17) years of age shall follow the classification and procedures based on their vaccination status (ie. vaccinated or unvaccinated). If unvaccinated minor children need to undergo facility-based quarantine, either foreign or Filipino parents should accompany such child or children during their facility-based quarantine.

Section D. Fully-recovered Filipino nationals with positive RT-PCR pre-departure test results

  1. Filipino nationals who have recovered from Covid-19 but who tested positive in the 48-hour pre-departure RT-PCR test may nonetheless enter the country, provided they are able to present the following documents prior to departing / boarding the aircraft at the country of origin / port of embarkation and upon arrival in the Philippines:
    1. A positive RT-PCR test taken not earlier than ten (10) days but not later than thirty (30) days prior to the time of departure from the country of origin / port of embarkation;
    2. The positive results of an RT-PCR test taken within forty-eight (48) hours before the time of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided that the Filipino national did not leave the airport premises or was not admitted in another country during such lay-over (fully transiting only between the airport of first departure and the destination airport in the Philippines); and
    3. A medical certificate issued by a licensed physician certifying that the Filipino national: (i) was an asymptomatic, mild, moderate, severe or critical case of Covid-19; (ii) has completed the mandatory isolation period; (iii) is no longer infectious; and (iv) has been allowed free movement and travel.
  2. Upon arrival, the Covid-19 positive Filipino national shall be subject to the following protocols:
    1. If fully vaccinated, they shall not be required to observe mandatory facility-based quarantine but shall self-monitor themselves for any sign or symptoms for seven (7) days with the first day being the date of arrival, and shall report to the local government unit of destination upon the manifestation of any signs or symptoms, if any;
    2. If unvaccinated, partially vaccinated or if the vaccination status cannot be independently determined, they shall be required to undergo facility-based quarantine until the release of their negative RT-PCR test taken on the fifth (5th) day from date of arrival. Thereafter, they shall be required to undergo home quarantine until the fourteenth (14th) day.
    3. The current local quarantine and isolation periods and protocols as embodied under Department of Health Administrative Order No. 2021-0043 or the Omnibus Guidelines on the Minimum Public Health Standards for the Safe Reopening of Institutions are to be followed strictly, or other applicable rules as may be implemented by the Department of Health.

Section E.  Registration in the OneHealthPass system of the Bureau of Quarantine

All inbound Filipinos shall register with the OneHealthPass before arriving in the Philippines. It is highly recommended they they register before check-in at  www.onehealthpass.com.ph  when electronic copies of their passports, vaccination certificates and RT-PCR test results are ready as these documents will be uploaded during the registration.  Airlines check the OneHealthPass QR code when passengers bound for the Philippines check-in.
