Retain/Re-acquire Philippine Citizenship Under R.A. 9225 (Dual citizenship under The Citizenship Retention and Re-acquisition Act of 2003 or R.A. 9225 and its Implementing Rules and Regulations.

Republic Act 9225 otherwise known as the Citizenship Retention and Reacquisition Act of 2003 (more popularly known as the Dual Citizenship Law) enables former natural-born Filipinos who have become naturalized citizens of another country to retain/reacquire their Philippine citizenship by taking an oath of allegiance to the Republic of the Philippines before a Philippine Consular Officer. Upon retaining or reacquiring their Philippine citizenship, they shall enjoy full civil, economic and political rights as Filipinos.

The Philippine Embassy in Warsaw, Poland shall evaluate and approve any petition to retain/re-acquire Philippine citizenship under R.A. 9225. This is applicable to natural-born Filipino nationals who have acquired Polish, Estonian, Latvian, or Lithuanian citizenship.

How to Apply

2.    Proceed to the Embassy on the appointed date and time.
3.    Bring all the requirements and supporting documents.
4.    Fees only in cash.

Requirements and Fees

  • Proof of natural-born Philippine citizenship – Original plus four (4) copies of PSA birth certificate apostilled by the DFA
  • Proof of acquisition of foreign citizenship – Original plus four (4) copies of naturalization certificate with English translation verified by the Foreign Ministry
  • Two (2) copies of accomplished Petition Form for re-acquisition of PH citizenship

Additional requirements:

  • Original and four (4) copies of DFA-apostilled marriage certificate or Report of marriage, for married applicants
  • Most recent Philippine passport issued to applicant plus four (4) copies of the data page
  • Foreign passport and identification card plus four (4) copies
  • Recent passport-size colored photo – four (4) pieces
  • For minor children born after the applicant received foreign citizenship, original birth certificate with verified English translation (Report of Birth must be submitted)
  • Fees: PLN 250 for principal applicant, PLN 125 for every minor child included in the petition

Note: The consular officer may require additional documents if there is a discrepancy between the applicant’s name in his/her birth certificate and in his/her naturalization certificate/foreign passport.

After Issuance of Dual Citizenship Papers

As a dual citizen, you may wish to apply for a Philippine passport. 

If you prefer not to apply, you may use your existing alien passport when travelling to the Philippines. You simply must present your dual documents to the Philippine Immigration Officer as proof of Philippine citizenship, per the Bureau of Immigration’s Operation Order No. SBM-2014-045 dated 30 September 2014 which is in force and still in effect.  Incoming Filipinos may present a valid PHL passport, Identification Certificate or a Certificate of Re-acquisition / Retention of PHL Citizenship to be admitted as Filipino citizens. 

Individuals who have just retained/reacquired their Philippine citizenship and who wish to apply for a Philippine passport will need to make a separate application and submit the requirements as specified. Requirements for application for a new passport may be found here.

Renunciation of Philippine Citizenship

Renunciation of Philippine citizenship is a voluntary act of giving up your Philippine citizenship and acquiring foreign citizenship.

A Filipino citizen (natural-born or naturalized), at least 18 years of age, may renounce his/her Philippine citizenship.

How to Apply

1.    The Filipino applicant shall apply in person on his or her appointment date. To make an appointment, click here.

2.    Application of Renunciation of Philippine Citizenship (form to be provided by the Embassy)

3.    Philippine passport

4.    Two (2) passport size, recently taken, color photographs

5.    PSA-issued Birth Certificate

6.    Proof of acquisition of foreign citizenship (Apostilled and legally translated in English if in another language)

7.    Identification Document issued by the new country after naturalization or selection of citizenship if available (e.g. passport, national ID card)

8.    English translation of all non-English documents (e.g. Certificate of Naturalization, and IDs)

Note:

1.    Bring one (1) original and five (5) photocopies in A-4 size paper of all documents required.

2.    Additional documents may be required based on the documents presented and special circumstances of the applicant.

Procedures

1.    On the day of the appointment, submit documentary requirements for assessment.

2.    Fill-out and sign the Application and Oath of Renunciation.

3.    Pay the required fees.

Copy of Renunciation of Philippine citizenship

The applicant will be provided one (1) set of the notarized affidavit and supporting documents which will serve as the applicant’s copy. Three (3) sets of the documents will be forwarded to the Department of Foreign Affairs, the Philippine Statistics Authority, and the Bureau of Immigration. Another set will be retained at the Embassy for records purposes.

Release of documents

a.    For pick-up, the applicant’s copy will be released on the date and time indicated in the transaction slip

b.    For release by mail/courier, the applicant shall make the arrangement with his/her preferred courier.
