Assistance to Nationals (ATN) Services

 

The Embassy of the Republic of the Philippines in Warsaw, Poland is responsible for ensuring the protection of the rights and interests of Filipino nationals under its jurisdiction within the parameters of local laws and regulations.
The Assistance to Nationals (ATN) Section of the Embassy attends to cases involving Filipinos in distress. Actions that are taken include but may not be limited to:

  • Assistance in facilitating repatriation to the Philippines
  • Assistance in human trafficking cases
  • Monitoring of cases in court
  • Assistance in locating whereabouts of missing Filipino nationals
  • Monitoring of consular notifications sent by local authorities involving detained or arrested Filipino nationals
  • Prison, hospital, or Immigration visitation
  • Coordination with government agencies and/or non-government organizations on matters involving labor laws and policies, human trafficking, anti-discrimination, among others

The Assistance to Nationals (ATN) Section coordinates all efforts to respond to urgent requests for assistance by Filipinos who are in distress. Requests of such nature are handled according to their specific needs/requirements.

GUIDELINES IN THE CONDUCT OF VIDEOCONFERENCE HEARING (VCF) AT  PHILIPPINE EMBASSY WARSAW

  1. Pursuant to Section IV of the Supreme Court of the Philippines’ Administrative Matter (A.M.) No. 20-12-01-SC, the Philippine Embassy in Warsaw facilitates the conduct of videoconference hearings (VCH) within its premises.
  2. Schedule of Conduct. The conduct of VCH must be scheduled at least seven (7) days before the appointed time for the Embassy to undertake the necessary administrative preparations. In view of the time difference between Warsaw and the Philippines, the Embassy reserves to accommodate VCH on Tuesdays-Fridays between 0800-1000H local time or 1500-1700H Philippine time.
  3. Responsibility of the Embassy. The Embassy is limited to ensuring that the witness is in Post's premises, is clearly seen by the Court and is free from coaching or disturbance that may affect the proceedings.
  4. Requirements for the witness. The witness shall be at the premises 15 minutes before the appointed time. He shall provide his own equipment for the VCH. The administration of oath shall be done by Court personnel, taking of stenographic notes and digital signing shall likewise be the responsibility of the Court. It is also the responsibility of the Court or requesting party to set a schedule for testing of communication channels during the same period, if needed.  
  5. Responsibility of the Requesting Party. The requesting party shall send the Embassy by e-mail a copy of the Motion to Conduct VCH, that states, among others, the requesting party's compliance with the following undertaking:

a. Pay the prescribed fees to the Embassy in cash (per Department Order 018-2021 dated 26 November 2021): VCH fee $45 and Certification fee $40 + $10.00 expedite fee for same day release or its equivalent in local currency;

b. Comply with the health and security measures being implemented by the Embassy;

c. Ensure that all parties are notified and aware of the arrangements, such as schedule of hearing, time zone differences, and such other relevant matters;

d. Ensure that the witness is equipped for the VCH, and,

e. Request the appropriate court to furnish the Embassy directly by e-mail a copy of its Order to Conduct VCH. Said Order should include the requesting party's compliance with the following undertaking with items i-iv.

f. Inform the Embassy that all notifications/requirements have been complied with and that the date and time for the hearing is confirmed.
