ADVISORY NO. 29/2021
REVISED TEMPORARY TRAVEL RESTRICTIONS EFFECTIVE 16 DECEMBER
Further to Advisory Nos. 21, 24, 25, 27 and 28, the Embassy wishes to announce to the traveling public that the following border control measures are in place effective 16 December 2021, by virtue of IATF Resolution No. 154-C dated 14 December 2021:
- The issuance of tourist visas to, and the visa-free entry to the Philippines of, foreign nationals remain SUSPENDED.
- The testing and quarantine protocols for arriving passengers will depend on the classification of their country of origin being in the “Green” List, “Yellow” List, or “Red” List.
- Effective 16 December 2021, Andorra, France, Monaco, Northern Mariana Islands, Reunion, San Marino, South Africa and Switzerland shall be placed in the ”Red” List.
The following revised temporary travel restrictions shall be observed by arriving passengers coming from countries of origin that are classified as low risk (Green List), moderate risk (Yellow List) and high risk (Red List) countries:

Foreign nationals are not allowed to enter if coming from or having been to “Red List” countries / jurisdictions / territories within the last fourteen (14) days prior to arrival in any port of the Philippines, regardless of vaccination status. Those who are merely transiting through “Red List” countries are not deemed to be coming from or having been to “Red List” countries. Filipino nationals returning via government-initiated repatriation, non-government-initiated repatriation, and Bayanihan flights are allowed entry subject to the following entry, testing and quarantine protocols: Fully vaccinated individuals must present a negative RT-PCR test taken within 72 hours prior to departure from the country of origin: Facility-based quarantine with an RT-PCR test taken on the seventh (7th) day). They may be discharged from the facility upon release of a negative RT-PCR result but shall observe home quarantine until the fourteenth (14th) day. Individuals who are unvaccinated, partially vaccinated, or whose vaccination status are unverifiable, must present a negative RT-PCR test taken within 72 hours prior to departure from the country of origin: Mandatory 10-day facility-based quarantine with an RT-PCR test taken on the seventh (7th) day). They may be discharged from the facility upon completion of the 10-day facility-based quarantine and shall observe home quarantine until the fourteenth (14th) day. |
The following protocols shall be in place:
- The inbound international travel of all persons, regardless of vaccination status coming from or having been to Red List countries / jurisdictions / territories within the last fourteen (14) days prior to arrival at any any port of the the Philippines shall not be allowed. Only Filipinos returning to the country via government-initiated repatriation, non-government-initiated repatriation, and Bayanihan Flights may be allowed entry subject to the prevailing entry, testing and quarantine protocols for Red List countries / jurisdictions / territories.
- All passengers, whether Filipino nationals or foreigners, merely transiting through Red List countries shall not be deemed as having come from or having been to said country if they stayed in the airport the whole time and were not cleared for entry into such territory by its immigration authorities. Upon arrival in the Philippines, they shall comply with existing testing and quarantine protocols.
- The testing and quarantine protocols for minors shall follow the testing and quarantine protocols of the parent / guardian traveling with them, regardless of the minor’s vaccination status and country of origin.
- Children three (3) years old and below, regardless of country of origin, shall be exempt from the requirement of presenting a negative RT-PCR test result before boarding the flight, unless symptomatic.
In view of the rapid changes in border control measures being implemented by the Philippines, including the possible deletion or inclusion of further European countries in the “Red List” on short notice, all those who have travel plans are encouraged to closely monitor the Embassy Advisory pages for the latest updates to avoid undue inconvenience, even if they already have valid visas to the Philippines.
The Embassy seeks the understanding of the traveling public for these measures to effectively prevent the spread of the infection.
