NEW TEMPORARY TRAVEL RESTRICTIONS ACCORDING TO RISK LEVEL OF COUNTRY OF ORIGIN

 

Further to Advisory No. 21, the Embassy wishes to announce to the traveling public that the temporary travel restrictions on passengers coming from or who have been to India, Pakistan, Nepal, Sri Lanka, Bangladesh, Oman, the United Arab Emirates, Indonesia, Malaysia and Thailand have been lifted effective 06 September 2021.

Starting on 06 September 2021, the Inter-Agency Task Force (IATF) will classify countries of origin into “Green List” (low risk), “Yellow List” (moderate risk) and “Red List” countries (high risk) depending on infection rates, with corresponding entry, testing and quarantine protocols, as follows:

Passengers who merely transit in a Red List country and who stay in the airport the whole time without being cleared for entry into these countries are not considered to have come from or have been to the transit Red List country.

Red List Countries

The inbound international travel of all persons, regardless of vaccination status, coming from or having been to “Red List”countries/jurisdictions/territories to any port of the Philippines shall not be allowed. Only Filipinos returning to the country via government-initiated repatriation, non-government-initiated repatriation, and Bayanihan Flights may be allowed entry subject to the following entry, testing and quarantine protocols:

i. All arriving travelers shall undergo fourteen (14) day quarantine upon arrival. The first ten (10) days of which shall be observed in a quarantine facility, with the remainder to be completed under home quarantine in their respective local government units of destination;

ii. Reverse Transcription Polymerase Chain Reaction (RT-PCR) testing shall be conducted on the seventh day with Day 1 being the day of arrival. Notwithstanding a negative test result, the arriving traveler shall complete the facility-based quarantine period of ten (10) days;

iii. The Bureau of Quarantine shall ensure strict symptom monitoring while in the facility quarantine for ten (10) days;

iv. The foregoing shall be subject to special protocols approved by the IATF or the Office of the President for certain classes of travelers or ports of origin;

v. All passengers, whether Filipinos or foreigners, merely transiting through a Red List country / jurisdiction / territory shall not be deemed as having come from or having been to said country / jurisdiction / territory if they stayed in the airport the whole time and were not cleared for entry into such country/jurisdiction/territory by its immigration authorities;

vi. Upon arrival in the Philippines, passengers merely transiting through a Red List country / jurisdiction / territory shall comply with existing testing and quarantine protocols above.

Yellow List Countries

The inbound international travel of all persons, regardless of vaccination status, coming from or with travel history within the last fourteen (14) days prior to arrival in the country from “Yellow List” countries/jurisdictions/territories, to any port of the Philippines, shall be governed by the following entry, testing and quarantine protocols:

i. All arriving travelers shall undergo fourteen (14) day quarantine upon arrival. The first ten (10) days of which shall be observed in a quarantine facility, with the remainder to be completed under home quarantine in their respective local government units of destination;

ii. Reverse Transcription Polymerase Chain Reaction (RT-PCR) testing shall be conducted on the seventh day with Day 1 being the day of arrival. Notwithstanding a negative test result, the arriving traveler shall complete the facility-based quarantine period of ten (10) days;

iii. The Bureau of Quarantine shall ensure strict symptom monitoring while in the facility quarantine for 10 days; and

iv. The foregoing shall be subject to special protocols approved by the IATF or the Office of the President for certain classes of travelers or ports of origin.

Green List Countries

All arriving individuals fully vaccinated in the Philippines regardless of travel history, and those vaccinated abroad who stayed exclusively in “Green List” countries / jurisdictions / territories in the past fourteen days immediately preceding arrival, shall be required to undergo a seven (7)–day facility-based quarantine upon arrival, with the date of arrival being the first day.

The Bureau of Quarantine shall ensure strict symptom monitoring while in the facility quarantine for seven (7) days. Thereafter, the individuals are enjoined to monitor themselves for the next seven (7) days for any symptoms.

The Embassy wishes to advise those travelers who are affected by these temporary travel restrictions to postpone or modify their travel plans accordingly to avoid any inconvenience. END
